THIS IS HUGE: California Attorney General Rob Bonta just handed Donald Trump a major defeat in federal court and shut down a scheme for punishing states that refuse to bow to him.
Since January 2025, the Trump administration has relied on five words buried in a federal regulation to claim authority to cancel grants that had already been awarded to states. In Trump’s view, federal agencies could announce that a grant “no longer effectuates agency priorities” and take the money away even when Congress had approved the funding and its “priorities” changed after the grant was issued.
Bonta and a coalition of 24 states fought back. The U.S. District Court for the District of Massachusetts has issued a final ruling rejecting Trump’s interpretation. The court vacated the administration’s use of that provision and permanently barred it from using the clause to terminate grants simply because an agency invents a new set of priorities.
That is a victory for the rule of law and for people.
The funding threatened by Trump’s power grab supports programs that combat violent crime, equip law enforcement, educate students, protect public health, keep drinking water clean, advance lifesaving medical research, address food insecurity and help people access unemployment benefits. These are not bargaining chips. They are essential services funded by Americans and authorized through democracy.
Trump wanted the power to hold billions of dollars hostage and use federal funding as a political weapon against states. Rob Bonta stood up, took him to court and won.
This is exactly what effective Democratic leadership looks like: refusing to surrender, defending the Constitution and using every available legal tool to stop an administration that believes presidential power has no limits.
Donald Trump is not a king. He cannot rewrite the law because states refuse to obey his political demands. And once again, a court has reminded him of that.
